Prizes is right. Apparently Millionaire did more than 1 celebrity special back in the day, and one of those celebrities appeared again where they made it to a million. The best thing to do is to re-write another question.

woffan coming up with a ambigious question, wasn't expecting. Hosts usually can't say this but since we are tossing the question out, I thought it was just Norm McDonald but even I forgot that there was another celebrity of those answers made to the million as well. In fairness we will once again toss out this question and put another up for $500,000 once I get it from woffan.

South Sudan is the answer, I know Switzerland and Montenegro joined quite a while ago, and Tonga was a member before I was born, so it is B, South Sudan, final answer, and I am 99.99% sure of it!
