Hmmmmmm. Definitely a bit out there, but I think I know this one. If I remember correctly, the ESRB was formed in the 90s because of a few violent video games such as Night Trap and Mortal Kombat. Now, I'm tempted to just say B and be done with it, because it's right there, but let me think this out a bit more. Call of Duty is much more recent than the other games, as is The Elder Scrolls. GTA I think was early 2000s and not 90s. And Mortal Kombat fits the timeframe of being released when ratings were started to be given out. I think I'll trust my gut on this one and go with Mortal Kombat as my final answer.

Not sure if this question is about American ratings as the question doesn't specify but there are other ratings boards such as PEGI in Europe which might have rated another game first, but I am assuming it's about the American ratings system.
