I used a website called uberduck.ai I forgot to add it in the credits. It has a great variety of voices created with machine learning. To find Jeremy Clarkson's voice, you have to go to Top Gear and then Jeremy Clarkson.

What I would recommend is that if someone are going to use Jeremy Clarkson's fake voice, please let them know that they are not real. It might be a bit illegal if you say it's real.
