Both the money levels and star counts are tied to the number of posts you make. See the guide that millionairefan28 posted in order to see how may posts you need to reach each money level/star count.

Also, members of the staff have different colored stars than regular members in order to make them more easily identified.

Yeah, your money is only either $0, $1,000, $32,000, $1,000,000, or $10,000,000... it depends on the post count. In fact on my 500th post, I created a new thread celebrating it and it was like becoming a super millionaire... so yeah.
