We all know the famous story behind Charles Ingram. While he was probably the most cunning cheater in Millionaire history, he is not the only person who cheated on Who Wants to be a Millionaire.
Let me start with an example from Germany:
The contestant Reinhold Schlager appeared twice on the show. In 2003, he called himself Luis Meyer. Due to a wrong answer, he dropped down to 500€. Being disappointed, he decided to apply for being a contest on "Wer Wird Millionär" again in 2006. This time, he declared his real name. Additionally, he indicated a different place of residence.
Overall, his illegal second chance ran much better than his first try. Finally, he walked away with 64.000 € after answering Q12 correctly. The host Günther Jauch did not recognize him but a member of the audience did.
Therefore, the channel RTL refused to pay him his second win and a charge was brought against him. Ironically, Reinhold Schlager seems to enjoy the fame that he got through his cheating scandal as he don't appear to be embarrassed at all in interviews.
What about other incidents? Can you think of others contestants who succeeded wrongfully? I would be interested in this.

I'm not sure if Reinhold's illegal second chance or Charles Ingram cheating to the million was worst. Applying first as a "fake name" and then applying again as their real selves? Definitely NOT ok.

Well, I believe that Ingram is even worse because he got to the top prize without any honest knowledge. After all, Schlager answered his questions himself. Applying twice however is unworthy of discussion, I definitely agree to you.
For your information, Reinhold Schlager participated on several other game shows before where he won quite high money prizes. Obviously, he couldn't handle this high amount of money.
His behaviour afterwards is ridiculous since he didn't understand the gravity of the situation. He rather tried to smile away his decision.

As for Russia, there was one contestant, who answered all 15 questions correctly with the help of his friend, who was sitting in front of him, finding information through the internet and showing different amount of fingers: 1 is A, 2 is B and so on... As far as I remember, it was 1,5 years ago. When producers and production team suspected him of cheating, they refused to pay him the top prize and they didn't show the episode. According to rumour, production team decided to remove the recording. Owing to russian "Charles Ingram", producers refused to invite common people! There were only 8 episodes with non-special contestants in 2013 and only 1 in last half a year.

How can this be possible, the security would surely see the audience member using a smartphone because of the light of the screen. Plus, isn't there supposed to be a transmitter in the studio that provokes a jamming of the phone signal to prevent from cheating? Idolsfan

Idolsfan Maybe, he reduced the brightness on his smartphone and used Wi-Fi... I know that producers saw promptings when they were editing episode with him.
