There are no formal qualifications for voting. However, you have to have a good reputation in the community for people to lend any weight to your opinion. Anyone can vote because, theoretically, anyone can know a valid reason why someone shouldn't have access to the Fan Games board. That being said, the opinions of members who already have access are certainly given much more consideration than the votes of those who do not have access, simply because members who have passed their auditions have already proven themselves to be trustworthy.
