For my part I am not surprised because I have already seen this extract a long time ago (I would say almost 10 years ago), there is almost nothing difference except the money tree. On the other hand, what would surprise me would be to see an extract from the Flemish Belgian version in 2005 because they switched to a 16/9 screen, ie 6 years after the British version and only 1 year before the Dutch version. I don't think the Walloon version has gone to 16/9 because production stopped in June 2005 to return to the current screen in 2008.
The extract that you have must surely date from the end of 2002 or around 2003 because the Flemish production put the show back in November 2002.

If we compare the second Flemish version and the Walloon version, we can see that the screens are different. They are flat in the Walloon version (the photo is taken from a broadcast dating from September 2004). We can therefore conclude that the change was made between the end of 2002 and the end of 2004). the studio is located in the same place I guess.

I found this photo of the Flemish version. It's a little blurry but the screens seem to be flat and the colors of the lights seem to be the same as the Walloon version, so I think this photo is from a second Flemish version broadcasted between 2003 and September 2004.

I found this photo of the Flemish version. It's a little blurry but the screens seem to be flat and the colors of the lights seem to be the same as the Walloon version, so I think this photo is from a second Flemish version broadcasted between 2003 and September 2004. For my part I think that the change took place for the 2004-2005 season (the penultimate season for the Flemish version and the last of the black graphics version of the Walloon version) because it was about to prepare the arrival of flat screens. I think that in 2003 they were still in an old frame like the Dutch version which changed computer and modified the decoration and light around August 2004.

If we're talking about the French version, which is "Qui veut gagner des millions?", then yes, because the TF1 channel (which is Europe's leading channel in terms of audiences) is broadcast in French-speaking European countries, it's say Belgium and Switzerland. Therefore the game is also broadcast in Belgium and Belgians can participate in the show provided they are Walloons. I don't remember too much if Belgian or Swiss contestants participated in our version. After Belgium it's a bit like the Ireland syndrome if we talk about WWTBAM because many Belgian contestants come to participate in another version than their own.
For Dutch speakers, I don't know at all. But I would be surprised that a Flemish would participate in Weekend Miljonairs. After all, we don't have all the archives of the first seasons of WM (from 1999 to 2005), but I'd be surprised if there are Flemish contestants in the Dutch version.

The french version was broadcasted in Belgium, TF1 is available on Belgium. For the dutch version, i don't know. I don't think dutch channels are available but Maybe in Flemish region.

No, Flemish contestants cannot play on the Dutch version because it’s sponsored by the lottery.
