Quick question...is there any other board topic that I can ask about graphics & SFX besides "Fan Games"? i've got a huge number of questions based on that.

I'm not exactly sure what you mean, but if you're asking if you can discuss those elements of the game in others parts of the site outside of the Fan Games section, the answer is yes! Just don't post any sensitive files outside of the Fan Games section. As far as regular discussion goes, though, post wherever you feel the topic should go.

When i go onto the millionaire questions page, I see some users using the question graphics from the show. If i get the chance, how do i do the question graphic?

The pen tool in Photoshop or Fireworks does wonders. You just build the curves with that and fill in with different gradients, brushes, and blurs.
